The hottest season in Japan

Now it is about 30 degrees Celsius even in the morning and one of the hottest season in Japan. It was 40.2 degrees Celsius at Tatebayashi, Gunma, near Tokyo, yesterday.

This is a basin made of glass and attracts many people because of the heat.

I don't understand what it is for. Is it a sculpture? piece of art? fountain?

That looks pretty neat - when the photo is enlarged I can see the layers of glass.
