That looks astonishingly western - is it a modern copy of British Victorian housing, or does it have architechtual roots in Japan?

Yes, Your are right. This house was built by English Architecture, Dr. Josiah Conder(1852~1920). He was a famous designer and constructor in Meiji & Taisho periods.
This garden cinsists of thress features; the western style house,
a traditional Japanese style garden with a pond, and a nice western style garden. At the moment, there are full of roses!

It's nice to see that house at night all lit up. I went to this park during a sunny afternoon.

How were you able to see it at night? Doesn't the park always close at 4:30pm?
